When you use the Services Portal https://portal.primariaclujnapoca.ro/ to access the services and to view the information we make available, a number of cookies are used by the portal (first party cookies) and by third parties parties (third party cookies, from Google Analytics) to allow the Portal to function, to collect useful information about visitors and to provide you with the best possible experience in using the Portal.
A cookie is a small file, consisting of letters and numbers, which will be stored on the computer, mobile terminal or other equipment of a user from which the portal is accessed.
The cookie is installed through the request issued by a web server to a browser (e.g. Microsoft Edge, Chrome) and is completely "passive" (it does not contain software programs, viruses or spyware and cannot access the information on the hard drive the user).
The data collected through cookies are collected by Cluj-Napoca City Hall, as a personal data operator:
- to retain user functions/services
- for the generation of anonymous statistical data about how the Portal is used by users
- to ensure the proper functioning of the Portal
Cookies can send Cluj-Napoca City Hall valuable feedback on how the Portal is used, so that there is the possibility of adopting measures to make the Portal more efficient and accessible for users.
Disabling and refusing to receive cookies can make the Portal difficult to visit, leading to limitations of its possibilities of use.
Users can configure their browser to reject cookies or to accept cookies from a specific web page. All modern browsers offer the possibility to change cookie settings. These settings can usually be accessed in the "options" section or in the "preferences" menu of the browser.
The cookies used by the Portal are the following:
1. Necessary cookies that enable basic functions such as navigation and access to secure areas of the portal. The portal cannot function properly without these cookies:
- COOKIE_SUPPORT - determines whether the browser supports cookies
- JSESSIONID - preserves user states between page requests
- LFR_SESSION_STATE_37507 - preserve user session between page requests
- Wisevoice-Token-356 - used by the chatbot for authentication
- HasActiveConversations-356 - used by the chatbot to record whether the user has an active conversation
- Wisevoice-ConversationId-356 - registers a unique ID for the chatbot conversation
- kcnp - used to keep the user session active in the Infokiosk
- kuser - used for submitting forms to the unauthenticated user in Infokiosk
- kvalidcnp - keeping the user's session active in the Infokiosk
2. Preference cookies:
- GUEST_LANGUAGE_ID – determines the user's preferred language
- cookieControlPrefs - determines user cookies acceptance
3. Statistical cookies to collect and report useful information about visitors, anonymous statistics (source is https://www.google-analytics.com/analytics.js):
- _ga - records a unique ID that is used to generate statistical data about the use of the Portal
- _gat - used by Google Analytics to speed up the request rate
- _gid - records a unique ID that is used to generate statistical data about the use of the Portal
